A multi-million pound plan to improve transport links to the Isles of Scilly has been give conditional approval by the Department for Transport. It follows a bid for £23.84m in government funds to upgrade Penzance and St Mary's (Isles of Scilly) harbours and buy a new freight and passenger boat.

Further support is being sought from European Convergence Funding towards the project.

Current boats serving the freight and passenger needs of the Isles of Scilly are nearing the end of their working lives.

The scheme would see a new combined freight and passenger vessel offering an all year round service between Penzance and St Mary’s. The vessel will be leased to an operator, who will be identified by tendering the service.

Cornwall County Council are the accountable body for the Route Partnership and are leading the delivery of the project. Birse Coastal were appointed as the Contractor in March 2008 to develop the design and seek planning approval. Progress to construction of the harbour infrastructure is dependant on gaining all consents, achieving a design that is within budget and ensuring all mechanisms are in place for the vessel.

The scheme is led by the Route Partnership which comprises the Council of the Isles of Scilly, Cornwall County Council, Penwith District Council and the Duchy of Cornwall.
